The folder Unknown Kangyur holds two files: the work itself and a short note from ACIP, which reads in full:
“Found in the sungbum of Changlung Arya Pandita Ngawang Losang Tenpay Gyaltsen.”
The text is not an unknown work. It is the canonical sutra Toh 319, the Ārya Adbhutadharmaparyāya ('PHAGS PA RMAD DU BYUNG BA'I CHOS KYI RNAM GRANGS, “The Exalted Dharma-Discourse called ‘Wondrous’”). It opens in sutra form — the Sanskrit title, then 'DI SKAD BDAG GIS THOS PA (“Thus have I heard”), the Buddha at Rājagṛha — and closes with an imperial-period translation colophon: translated by the Indian abbot Dharmākara and the translator Bandé Yeshé Nyingpo, finalised by the great editor Bandé Peltsek (c. 9th century). So it is genuine canonical scripture, not a composition of Changlung Arya Pandita; he simply included a copy of it in his collected works, which is where ACIP found it.
Recommendation. The “Unknown Kangyur” label can be retired — this work is identified as Toh 319. The two copies, KX00319E (found in the sungbum) and S12301E (shelved in the Sungbum under Commentaries to Sutras), are the same file; they are best kept cross-referenced to Toh 319 rather than left as an unplaced work. (For reference: in the Geshe Michael Legacy catalogue this is already recognised — Kangyur record 319, Toh 319, holds both the standard KL00319 and this KX00319E.)
